The Former President's Woke Warning Overlooks The Continent's True Danger: Economic Stagnation.

The recent US security policy document offers a misguided assessment of Europe. The document asserts that open-border policies and what it terms "progressive" policies represent an grave threat to the continent's identity. Yet, this perspective rests on a fundamental misinterpretation of the reality. The actual danger confronting Europe is not societal but technological and economic backwardness.

The Stark Economic Divide Between the US and Europe

The data reveal a sobering contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the EU. During this time, EU GDP per capita dropped from 76.5% to just half of the US level. Remarkably, even Mississippi now boasts a greater average income than major EU nations like Italy and France.

Currently, about half of the world’s 50 largest technology firms are US-based, while only four are European.

The Technological Shortfall: A Critical Question

This widening disparity stems from stronger efficiency gains in the United States, largely due to breakthroughs and better use of resources. The landscape of world technology leadership is decidedly American. Over the past five decades, hundreds of American startups have grown into companies valued at more than ten billion dollars, compared with just 14 in Europe.

This disparity raises a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe positioned? Most analysts concede it is largely a two-horse race between the US and China, with European nations entering at a clear disadvantage.

Root Causes of the Continent's Technological Lag

Several major factors explain this technological divide.

  • Venture Capital: The United States has a far deeper and agile system for funding startups. The EU still lacks a genuine unified investment market, a factor that caps the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A American entrepreneur can introduce a service under a single regulatory framework to access a market of over 330 million. The EU, despite a larger population, is divided among 27 different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In parts of Europe, business failure was historically viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these hurdles, there are causes for optimism. European leaders are increasingly aware of the existential challenge and have started to propose substantial change. Key reports on European competitiveness and the internal market point to the need for major reforms.

With the right incentives and rule changes, these assets could support much higher levels of commercial innovation.

The continent retains significant advantages: skilled workforce, excellent schools and universities, and world-class research institutions. Alongside a large internal market and substantial household savings, these elements could unleash a surge of venture creation.

Crucially, even if the EU does not take the lead in creating next-generation technologies, it can still significantly increase economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

Europe now faces a decisive crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. But, without decisive action to tackle its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of global economic relevance.
